A B2B market, not a consumer one
Surat's signage demand is unusual because so much of it is business-to-business. The Ring Road textile markets and the Varachha diamond trade are buildings full of wholesale traders whose customers are other traders, not the public. What they buy is different: rate and lot boards, directory and wayfinding displays inside market buildings, and identification signage rather than advertising.
